U.S. and Japan Policy on Lead-Based Coatings

Since the 1990s, the United States has implemented strict regulations on lead-based paints, especially those used in residential areas where children are more likely to be exposed. In Japan, the approach to reducing lead content in coatings has largely been driven by industry self-regulation and the efforts of trade associations. While the government sets target guidelines, the real progress comes from voluntary actions by manufacturers. In 1996, the Japan Paint Industry Association released a report aimed at minimizing the risks associated with lead-containing paints. As a result, the use of lead compounds in coatings was almost completely phased out within a short period. Following this, Japan introduced comprehensive standards covering all coating sectors, with the latest being “JIS K5674-2008,” which mandates a maximum lead content of 0.06% in anti-rust paints. Japan also enacted the “Principles for the Promotion of the Management of Exempt Chemical Substances” (PRTR Act), requiring companies to identify lead and its compounds in Material Safety Data Sheets (MSDS) if their concentration exceeds 0.1% (1000 ppm). Furthermore, they must report their emissions of such substances, ensuring better environmental oversight.
