Do a Good Job of Disaster Prevention and Mitigation to Promote Disaster Relief

On April 12th, during the fourth National Disaster Prevention and Mitigation Day in China, Hui Liangyu, a member of the Political Bureau of the CPC Central Committee, Vice Premier of the State Council, and Director of the National Disaster Reduction Committee, emphasized the importance of comprehensive disaster prevention and relief efforts. He highlighted that disaster preparedness should be carried out in an effective and integrated manner, while promoting the spirit of resilience and solidarity that emerged during past large-scale relief operations. Hui pointed out that China faces some of the most severe natural disasters globally. In response to these challenges, the government has established a people-centered approach, prioritizing livelihoods and improving institutional mechanisms for coordinated disaster management. The focus is on building a legal framework that supports efficient and orderly disaster responses, integrating prevention with active measures. This includes scientific planning, demand-driven strategies, and a collaborative model involving both military and civilian resources. Looking ahead, Hui warned that climate change will lead to more frequent extreme weather events and increased seismic activity. Natural disasters are becoming more unpredictable, making the task of disaster prevention even more urgent. To address this, he outlined six key areas: strengthening leadership and coordination, enhancing early warning systems, reinforcing infrastructure, managing hidden risks, improving emergency support, and promoting public awareness through education and cultural initiatives. The drills conducted in Sichuan were praised by Hui as well-organized and highly effective. They involved multiple levels of government, military forces, and local communities, demonstrating strong collaboration and advanced rescue techniques. Over 10,000 participants, along with hundreds of pieces of equipment, took part in nine different scenarios, including earthquake response, mass evacuation, and dealing with secondary disasters like barrier lakes. This exercise not only showcased the progress made in disaster preparedness but also raised public awareness and improved the capacity for emergency response. It served as a valuable demonstration of how China is advancing its disaster mitigation strategies, ensuring better protection for its people and fostering a culture of safety and resilience.
