Heilongjiang graphite industry patent strategy analysis report has been completed

In the context of Heilongjiang Province's industrial development, the graphite sector has long been a standout performer. However, other industries have also shown strong potential and are not far behind. In 2012, the province witnessed a significant milestone in intellectual property activity, as patent applications surpassed 30,000 for the first time, reaching 30,610—an impressive 30.6% increase compared to the previous year. The number of valid invention patents stood at 7,403, with an invention patent density of 1.933 per 10,000 people. Additionally, Heilongjiang saw a surge in patent licensing activities, with 1,779 enforcement license contracts filed, placing the province at the top nationally in contract filings. By the end of June 2012, 31 patent pledges had been registered, providing enterprises with over 123.84 million yuan in loan financing. This initiative played a crucial role in accelerating the commercialization of patented technologies. 2012 was designated as the "Service Year" for intellectual property work by the Provincial Intellectual Property Office. The office focused on implementing the province’s intellectual property strategy, deepening the execution of the “Four Major Projects,” and supporting the construction of an innovative Heilongjiang and the development of the “Ten Key Industries.” Their efforts in patent creation, application, protection, and management yielded remarkable results. Many local enterprises were still in the phase of “manufacturing without innovation” and “knowledge without ownership.” To address this, the Provincial Intellectual Property Office launched several initiatives, including the Patent Advantage Enterprise Cultivation Project, the “Zeroing” Plan for patent applications, and the “Super Hundred” program. These measures significantly boosted the motivation for enterprises to engage in independent innovation and apply for patents. In 2012, the number of patent applications reached 8,509, showing an 85.7% growth. The province also worked closely with universities and research institutions, using patent funding projects as a starting point. Through visits, enhanced services, and policy promotion, they helped raise the number of patent applications from higher education institutions. In 2012, universities submitted 7,054 patent applications, up 67.2% year-on-year, while research institutions filed 688, an increase of 31.8%. Universities accounted for about 60% of the province’s valid invention patents, well above the national average. To further strengthen patent application efforts, the Provincial Intellectual Property Office collaborated with the finance and science departments, as well as banks and risk guarantee agencies, to establish a patent pledge risk compensation mechanism. They introduced the Interim Measures for the Management of Risk Compensation Funds to support small and medium-sized technology-based enterprises. Through the patent technology display and transaction center, more than 15,000 patent projects were collected, and over 1,000 were introduced, facilitating nearly 100 collaborations between enterprises and universities. The office also conducted in-depth patent technology analyses, producing reports such as the "Hybrid River Potato Deep Processing Industry Patent Analysis," "Heilongjiang Graphite Industry Patent Strategy Analysis Report," and "Heilongjiang Wind Power Equipment Manufacturing Industry Patent Strategy Research Report." These studies provided critical technical support for the independent innovation of key industries in the province. To enhance patent law enforcement capabilities, the province established a dedicated patent administrative law enforcement team and strengthened inter-departmental cooperation. A long-term collaboration framework with the Provincial High Court was set up, along with joint enforcement actions with the State Intellectual Property Office’s Patent Reexamination Board. Intensive operations targeting intellectual property violations, particularly in manufacturing and distribution centers, helped curb large-scale, repeated, and malicious infringement activities. Despite these achievements, challenges remain. For instance, the grinding industry faces serious issues with intellectual property infringement, which can act like a cancer, stifling industry growth. If all relevant departments nationwide take strict actions to combat violations and effectively protect intellectual property rights, companies will gain greater confidence in innovation, ultimately driving sustainable development.
