Since the development of agricultural capital circulation, it has basically achieved the transition from planning to market. Since 1997, China has continuously liberalized the flow of agricultural resources and the main body of participation has continued to expand. The restrictions imposed on fertilizer operations have been eliminated and the “full-circulation era” has entered. Although the release time of pesticides was relatively early, the restrictions on the subjects of pesticides have not been completely eliminated.

According to the pesticide management regulations promulgated in 1997, seven types of entities can participate in the management of pesticides: agricultural production data management units of supply and marketing cooperatives; plant protection stations; soil and fertilizer stations; agricultural and forestry technology promotion agencies; forest pest management agencies; pesticide production enterprises; Other business units prescribed by the State Council.

On March 9, 2009, eight ministries and commissions, including the National Development and Reform Commission and the All-China Federation of Supply and Marketing Cooperatives, jointly issued the “Opinions on Improving the Distribution System of Pesticide Production Materials”, proposing the development of circulation channels for agricultural resources as soon as possible, and permitting qualified investment entities of various types. Engaged in agricultural resources management.

An industry source said that the current call for restrictions on the opening of the main body of pesticide operators is relatively high. Although the subject of operating pesticides is subject to policy restrictions, the actual situation has been let go. Many other entities are also engaged in pesticides, but they only need to be affiliated with those who are qualified for the business and pay a certain fee to them.

The Regulations on the Administration of Pesticides in the Hainan Special Economic Zone (Amendment) issued in Hainan on July 31 this year proposed the implementation of pesticides as a franchise, which made the industry's expectations for the reform of the distribution system of pesticides unclear. Zheng Xianhai, chief economist of China National Chemical Industry Corporation, said that Hainan’s approach is to reversing history and cannot represent the direction of development of the industry.
