The comprehensive energy consumption per ton of cement does not exceed 93 kg of standard coal, the emissions of cement clinker* and nitrogen oxides per ton of clinker is less than 0.218 kg and 0.86 kg, and the energy consumption of the main products all meets the provincial “limitation of energy consumption limit per unit of product”. The ability to dispose of industrial and social wastes has been significantly enhanced. Key cement companies have reached the advanced standards for cleaner production and the basic construction has become a resource-saving and environment-friendly enterprise.

A number of energy-saving and environmental protection technologies have been widely used. The efficiency of energy use in the cement industry needs to be improved. The cement industry is an important basic material industry for China's national economic construction, and it is also a major industry for the consumption of energy resources and pollution. Since the "Eleventh Five-Year Plan" period, our province has vigorously implemented the energy-saving and emission-reduction technology transformation, a series of energy-saving and environmental protection technologies such as the new dry process cement production technology, waste heat power generation, emission reduction and pollution control have been widely used. In 2010, the proportion of new dry process cement clinker in our province reached 88%, which was 58 percentage points higher than in 2005. The comprehensive energy consumption of cement decreased from 106.0 kg standard coal/ton in 2005 to 99.5 kg standard coal/ton in 2010. The overall power consumption decreased from 113.4 kWh/ton in 2005 to 98.5 kWh/ton in 2010. However, the energy efficiency of cement industry in our province needs to be improved. In 2010, among the large and medium-sized enterprises, the overall energy consumption or power consumption of 23 cement companies was higher than the provincial mandatory standard limit. At present, there are 8 new dry process cement production lines that have not built a low-temperature waste heat power generation system. The control of emission of major pollutants needs to be strengthened. There is still a large gap between the emissions of smoke, dust, and dioxide* from the large and medium-sized enterprises and foreign advanced cement companies.

For the new cement (clinker) production line project, the energy-consumption pollutant discharge must meet the requirements of the Opinions in the industry's advanced level and strictly control the new production capacity. According to the principle of merger and reorganization, elimination of backwardness, and combination of large and small pressures, strict control over the total cement production capacity. The newly-built cement (clinker) production line project must meet the provincial cement industry development plan and regional and industrial planning environmental assessment requirements, and be compatible with the project's local resources, energy, environment, economic development, market demand, etc., and must adopt international and domestic advanced technology processes. In accordance with the concept of circular economy, consider the extension of the industrial chain, energy-consumption pollutant emissions must reach the advanced level in the same industry. We will resolutely eliminate outdated production capacity in an orderly manner, and ensure that before the end of 2012, cement shaft kiln production lines with a kiln diameter of less than 3.0 meters, cement dry-process hollow kiln with a kiln diameter of less than 2.5 meters (excluding high-alumina cement production), cement wet kiln production lines (mainly For cement mills with a diameter of 3.0 m or less (except for the production of special cements), as well as backward production capacity for cement soil (egg) kiln and ordinary shaft kiln.

Before 2015, all cement companies will reach the level of cleaner production enterprises and accelerate the use of information technology to promote energy conservation and emission reduction. In 2013, five large-scale cement companies will establish an enterprise energy management center. Promote and apply informatization technologies such as the production process distributed control system, cement raw material online automatic monitoring system, clinker production line expert system, etc., encourage the use of information technology to optimize the mining plan, and strive to achieve zero emissions from mining, and achieve a high level of production technology Increased. Strictly implement the cement industry clean production standards, support cement companies in the preparation of cleaner production plans, and encourage cement companies to carry out cleaner production audits. We will strengthen the comprehensive treatment of mine waste water, production line dust, dioxide*, and nitrogen oxides, and strive to reach the level of cleaner production enterprises by 2015. Major cement companies will achieve the advanced level of cleaner production.
