Recently, the National Development and Reform Commission issued the “Emergency Circular on Conscientiously Protecting the Supply of Coal to Stabilize Coal Electricity Prices”, requiring all localities to take effective measures, including special inspections, to guarantee the supply of electric coal, stabilize the price of electric coal, and warn relevant companies to “remember” "Generally, the overall situation", "can not be in any form of disguised price increases."

In order to implement the State Council's "Circular on Maintaining the General Level of Consumer Price to Guarantee the Basic Lives of the Masses" in the State Council, the coal and electricity companies must link up with the 2011 annual coal supply and demand contract, and the coal industry must strengthen self-discipline to maintain price stability. The National Development and Reform Commission is The “Emergency Notice” requires all localities and related companies to have a general understanding of the overall situation, earnestly implement the document spirit of the State Council and the National Development and Reform Commission, effectively strengthen the supply and demand of coal power plants and price regulation, rectify and standardize the order of the coal market, and focus on 2011. The contract price of coal for coal will remain unchanged in 2010 and must not be disguised in any form.

The "emergency notice" stressed that all coal-producing provinces (districts) should properly handle the relationship between safe coal production and stable supply, increase the coordination of production and transportation of coal, and must not divide the market and limit coal emissions to the province. The coal production and transportation companies must be honest and trustworthy, and conduct transactions in strict accordance with the quantity, quality, price and time as stipulated in the contract. At the same time, the coal-related charges are carefully cleared to reduce the burden on coal companies.

The "emergency notice" pointed out that the National Development and Reform Commission will, together with relevant departments, supervise and inspect the performance of the key coal-fired coal contracts in 2011, and will report criticisms to enterprises that have not strictly implemented contracts and have low liquidation rates. In addition, the National Development and Reform Commission and other departments will focus on the investigation of coal-related fees and charges illegally established in some key areas, and illegal income will be collected from the central government.
