On July 26th, Beijing time, the US Department of Commerce made a preliminary dumping of anti-dumping and countervailing investigations on Chinese PV products. The person in charge of the Trade Relief and Investigation Bureau of the Ministry of Commerce of the People's Republic of China pointed out that China is strongly dissatisfied with the US's repeated investigations into China's PV products and the escalation of PV trade frictions.
The person in charge said that the US side ignored the facts and legal basis, applied conflicting rules of origin, and frequently imposed restrictions on the same photovoltaic products in China. This is an abuse of trade remedy measures. Frequent trade remedy measures cannot solve the development of the US PV industry. It is hoped that the US will carefully handle the investigation and terminate the investigation process as soon as possible to create a favorable competitive environment for the global PV industry.
The person in charge pointed out that the upstream and downstream industries of PV have high dependence and strong complementarity. The US government's relief measures for China's PV products in 2012 have seriously interfered with the normal trade of photovoltaic products. Although trade friction is inevitable, the government has the responsibility to control it and avoid affecting the normal development of Sino-US economic and trade relations. If the Sino-US PV issue continues to be upgraded, it will eventually hurt the upstream and downstream industries of the two countries.
