The plan shows that there are more than 40,000 kinds of chemical substances in China's existing production and use records, of which more than 3,000 have been listed in the current “hazardous chemicals list” and are toxic, corrosive, explosive, combustible, and combustion-supporting. Chemicals with acute or chronic toxicity, bioaccumulation, non-degradability, carcinogenic mutagenicity, and other hazards pose serious risks to human health and the ecological environment. Dozens of them have been severely restricted by the relevant international chemicals conventions. Substances that need to be phased out. At the same time, the hazard characteristics of a large number of chemical substances are still not clear and mastered.

According to the environmental risk and chemical inspection results of the three major industries including petroleum processing and coking industry, chemical raw materials and chemical products manufacturing, and pharmaceutical manufacturing conducted by the Ministry of Environmental Protection in 2010, water environment protection is distributed within a range of 5 kilometers downstream. The target enterprises accounted for 23% of the number of surveyed enterprises, and constituted environmental indicators such as basic farmland, drinking water source protection areas, waterworks water intakes, etc.; and enterprises with atmospheric environmental protection targets within 1 km of the surrounding area accounted for 51.7%. There are residential areas scattered around the 15,000 companies, posing a danger to human health and safety.

According to the plan, at present, China's chemical industry structure and layout are unreasonable, and environmental pollution and risks are hidden. Some toxic and hazardous chemicals that have been eliminated or restricted in developed countries still have large-scale production and use in China, and there are some high environmental risks. The phenomenon of shifting and concentration of chemical production capacity to China.

During the “Twelfth Five-Year Plan” period, China will still be in a stage of rapid industrialization, and the heavy chemical industry will still occupy a large proportion. The rapid growth of the chemical industry has also brought tremendous environmental pressures. The environmental risks of new and old chemicals have also existed.

58 types of chemicals are clearly planned as the key targets for environmental risk prevention and control. During the “Twelfth Five-Year Plan” period, petroleum processing, coking and nuclear fuel processing industries, chemical raw materials and chemical product manufacturing, pharmaceutical manufacturing, chemical fiber manufacturing and non-ferrous metal smelting And six industries such as rolling processing and textile industries, as well as new coal chemical industries such as coal-to-oil, coal-to-natural gas, coal-to-olefin, coal-to-dimethyl ether and coal-to-ethylene glycol, are the key prevention and control industries.

According to the plan, the three types of 58 types of chemicals will be identified as the key targets for prevention and control of environmental risks during the 12th Five-Year Plan period.

The plan proposes that by 2015, China has basically established a chemical environmental risk management system, greatly improved the ability of environmental risk management of chemicals, and significantly raised the level of prevention and control of key industries, key prevention and control companies, and the prevention and control of key environmental chemicals.
