600 billion flow

These first batch of 600 billion major projects are core electronic devices, high-end general-purpose chips and basic software, very large-scale integrated circuit manufacturing technology and complete sets of technology, next-generation broadband wireless mobile communications, high-end CNC machine tools and basic manufacturing technologies. Large oil and gas fields and coalbed methane development, water pollution control, treatment of new varieties of genetically modified organisms, major new drug creation, AIDS and viral hepatitis, large advanced pressurized water reactors and high temperature gas cooled reactor nuclear power plants.

For example, in the second batch of the “Eleventh Five-Year Plan” of the “Major New Drug Creation” Science and Technology Major Project, in 2009-2010, for malignant tumors, cardiovascular and cerebrovascular diseases, neurodegenerative diseases, diabetes, mental illness, and self 10 kinds of major diseases such as immune diseases, drug-resistant pathogen infections, tuberculosis, and viral infectious diseases will be independently developed into a batch of chemical drugs, modern Chinese medicines and new biotechnology drugs.

At the same time, it launched a comprehensive new drug research and development technology platform, a professional new drug research and development technology platform and other projects. From 2009 to 2010, the funding for this batch of projects was about 6.3 billion yuan.

In the agricultural sector, the total funding for the cultivation of new varieties of genetically modified organisms is expected to reach 20 billion yuan.

In addition, according to the National Science and Technology Major Project “Water Pollution Control and Governance” and the “Eleventh Five-Year Plan” (2006-2010), during this period, the water project will launch 33 projects with 238 projects. The total capital investment was 11.266 billion yuan.

The water special project is the largest investment project for water pollution control since the founding of the People's Republic of China, with a total budget of more than 30 billion yuan. The project will be carried out in three phases, and the implementation time will be until 2020. The first phase of the project will mainly break through the key technologies of water source “control source reduction”. The second phase will mainly break through the key technologies of “burden reduction and repair” of water bodies. It is to break through the key technologies of the “integrated regulation and control” of the basin water environment, but these three stages will move forward accordingly.

In addition, direct industrial technology innovation investment is also one of the major trends in the flow of 600 billion funds. For example, only the investment of major high-end CNC machine tools and basic manufacturing equipment technology will exceed 8 billion yuan.

The project with huge subsidies also whipped up the appetite of the company.

On January 19th, two sub-projects in the major oil and gas field and coalbed methane development projects were “Fine Evaluation Demonstration Project of Exploration and Maturity Area in Dongying Sag of Bohai Bay Basin” and “Key Technology for Fine Exploration in Bohai Bay Basin” started in Shengli Oilfield.

However, the progress of major science and technology projects is also facing difficulties. In just a few years, they have independently developed a batch of chemical drugs, modern Chinese medicine and New biotech drugs are very difficult.

Science and technology project management system has changed
There are also some changes in the application rules for this major science and technology project. For example, the project leader of the national plan must be a citizen of the People's Republic of China. At present, the Ministry of Science and Technology is developing and implementing an overseas innovative talent introduction program, hoping to attract high-level overseas Chinese to participate. In addition, whether or not to allow overseas listed companies to participate in major projects may be loosened.

The preliminary consideration of the Ministry of Science and Technology is to invite the Chinese Academy of Engineering and the Chinese Academy of Sciences to evaluate the major nodes of the special implementation process and provide advice on the adjustment of major technologies and directions.

This will in turn lead to a corresponding change in the management system. Compared with the practice led by the Ministry of Science and Technology in the past, the Ministry of Science and Technology is not the lead unit for any specific implementation, but only served as the leader of the three special leading groups.

At present, 16 major special projects from 9 people's mouths are initially determined by the Ministry of Science and Technology, the National Development and Reform Commission, and the Ministry of Finance. Among them, there are 5 deputy heads of the special leading group of the Chinese Academy of Sciences, and 4 members.

In the specific special division of labor, the State Council arranges the professional organizations to implement the specific organization.

For example, the Ministry of Industry and Information Technology has eight corresponding projects: manned space flight and lunar exploration project, high-resolution Earth observation system, large aircraft, large advanced pressurized water reactor and high temperature gas cooled reactor nuclear power plant, high-grade CNC machine tools and basic manufacturing. The Ministry of Health also needs to manage major new drug creations, AIDS and viral hepatitis and other major infectious diseases. The control and treatment of water pollution and the cultivation of new varieties of genetically modified organisms are organized and implemented by the Ministry of Environmental Protection and the Ministry of Agriculture.
